Challenge:

Urban transport and energy systems account for a significant share of emissions in Portuguese cities. Existing monitoring models are retrospective and often delayed, limiting cities’ ability to act quickly. City4Climate addresses this challenge by developing real-time digital monitoring and governance tools.

Objectives:

  • Implement a Digital Twin architecture with real-time data, forecasts, and scenario simulations in Lisbon, Porto, and Guimarães.
  • Enable replication and capacity building so that other cities can adopt climate digital governance models.
  • Develop a scalable and interoperable framework aligned with European standards, integrating data, indicators, and governance processes.

Technology – What is a Digital Twin?

A Digital Twin is a 3D virtual model that integrates real-world data to simulate and analyze scenarios such as emissions, air quality, energy use, and mobility. It allows cities to test strategies virtually before implementing them, ensuring better-informed, data-driven decisions.

Expected Results:

  • Real-time monitoring of emissions and climate indicators.
  • Data-driven policy support for climate neutrality.
  • Strengthened collaboration between municipalities, academia, and industry.
  • A replicable model for other Portuguese and European cities.
